Melissa Decker is a white collar and government investigations associate with experience advising companies and individuals in sensitive, high‑stakes matters. She also represents clients in complex business litigation and health care litigation.
She was previously an associate at Covington & Burling, where she represented corporations in investigations and enforcement actions brought by the Department of Justice, Department of Homeland Security, and multi-state groups of Attorneys General. As part of her white collar criminal defense practice, she was a key member of a team that negotiated a favorable plea for a private equity manager accused of what prosecutors claimed was the most significant white collar case ever in Oregon. She also maintained an active pro bono practice with several successful outcomes, including obtaining compassionate release on behalf of a federal inmate.
Melissa previously served as a law clerk to the Honorable Dana M. Sabraw in the U.S. District Court for the Southern District of California. She earned her J.D. with Pro Bono Honors from the University of California, Berkeley, School of Law, where she was an Articles & Essays Editor of the California Law Review and a co‑chair of the Pilipino American Law Society. She holds an M.Sc. with Distinction in Comparative Politics from the London School of Economics and a B.A. with Honors in Politics from Oberlin College.
